WHEN THE COUNTRY now faces the greatest threat to its continued existence as a Republic;
WHEN ECONOMIC POLICIES of import liberalization, privatization, and deregulation, have proven to be the means to destroy our society’s ability to survive as a nation;
WHEN THE SYSTEM of “floating exchange-rates,” provided the mechanism for the world’s rapacious creditors, represented by the IMF, to impose periodic and continuous devaluation of our currency, thereby automatically increasing our onerous foreign debt and immoral payments thereof;
WHEN OUR NATION is plunged into almost total dependence on imported oil by mothballing what might have been a principal source of the most cost-efficient, reliable and indigenous source of power, the Bataan Nuclear Power Plant;
WHEN THE WORLD FINANCIAL SYSTEM, despite warnings by the LaRouche Movement, is in process of total collapse, while a negligent government, incompetent economic managers, and a confused population helplessly look on, as prices of all commodities continue to spiral;
WHEN THE PREVAILING of life have dramatically deteriorated to historically unprecedented and intolerable levels;
WHEN THE PRESENT GOVERNMENT has repeatedly proven itself to be grossly incompetent, extremely corrupt, callously insensitive to increasingly severe conditions our people are subjected to;
WHEN POWERFUL POLITICIANS, influential businessmen and “econoquacks” in the academe, conspire to mislead the general public through false propaganda, and miseducation;
EMERGENCY MEASURES have to be taken to address the loss of Filipino lives, the survival of our nation, and the assurance that succeeding generations will prosper.
To these ends, we strongly propose the following urgent and necessary steps to be implemented immediately; lest we further deteriorate into chaos and anarchy; abandonment of government’s basic services; and proliferation of warlordism:
1) To declare a MORATORIUM ON FOREIGN DEBT PAYMENTS, now beyond US $10 Billion per year; payments collected thru increased VAT and EVAT, increased electricity rates; privatization of significant infrastructure in water, electricity and highways;
2) To START THE OPERATION OF THE BATAAN NUCLEAR POWER PLANT, as part of an integrated energy development plan consisting of all alternative sources of energy, principally the immediate operation of the BNPP, and a nuclear energy development program, to provide our population with the cleanest, reliable and most cost-efficient method of generated power. Designed to operate continuously for approximately 50 years, as a primary source of energy necessary for agro-industrial development, nuclear-powered desalination plants, irrigation and water management systems, mass transit systems, manufacturing plants and industry in general;
3) To immediately implement a SCIENCE-DRIVEN INFRASTRUCTURE-BASED MASSIVE NATIONAL FOOD PRODUCTION PROGRAM, led by the government, all its departments and agencies, educational institutions, private sectors, and civic organizations designed to double, triple, or quadruple the production of food. This should take precedence over all other government projects.
These are not the only solutions to our country’s most serious problems. But the immediate action along these lines is imperative if we are to function as a nation-state. Our society is fast disintegrating into unprecedented chaos; a condition of anarchy which may take several generations to correct.
